Annotated Agenda for 8/17/2020

The big item for this night will be the Police Chief nomination approval discussion and vote (Item #9); Council will also vote on rezoning property for the new high school (Item #2) and I'm asking for Council support to establish a new Sister City partnership (Item #10).  Many other employee health care and construction project completion items are also included in the packet. 

Annotated Agenda for August 3, 2020

In the August 3rd Council Meeting, the agenda contains 20 items; most are administrative/non-controversial in nature.  Of note, city staff is asking the council to refer the West Fork Subdivision land rezoning (Item #2) back to the Planning and Zoning Commission for additional consideration.  Also, Items 5 and 6 would allow a new Human Resources Division to be established in City Hall under the Finance and Business Operations Department, as well as begin the hiring process for a dedicated HR Manager. 

Annotated Agenda for 7/20/2020

This is a fairly routine meeting; several administrative items like contracts for approval.  Of interest, we're continuing the public hearing on rezoning the land just north of where the new high school will be (Item #2) and council is being asked to approve a resolution of support for the building of a parking structure on the southwest lot at 3rd and State Street (Item #15).

This Monday night's council packet has several noteworthy items; first is our annual Bond Sale (Items 2+3), and possible reconsideration of the creation of a Resilience (aka Sustainability) Plan (Item #5), the reappointment of several board members and commissioners, (Item 9), approval of certified lists (Item 11 + 12), the adoption of the FY21 Appropriations Resolution (Item 15), and site plan approval for a new Community Bank and Trust building downtown (Item 38).  In executive session, the City Council will also be discussing the Administrator's annual performance evaluation, which I'm r

Annotated Agenda for June 1, 2020

I'm seeing a lot of fairly routine items on the Council Docket for tomorrow night.  One item I'll pull for discussion is the "Resilience Plan" (Item #13), for a better understanding of what it is, why it's needed, and how the bidding process worked on it. Also, the developer of The Arbors wants to change some of the platted properties from single home to duplex, and this is one worth reading up on (Item #21).

Annotated Agenda for 5/18/2020

This City Council meeting will again be held as a Zoom Webinar (hopefully for not too much longer!).  We'll have a few public hearings, including the issuance of bonds (Items #2 - 5) and a new county-wide Hazard Mitigation Plan (Item #9). Council will also vote on a new payscale market study (Item #20) and new cameras for the Cable TV division (Item #21).

There's no Committee of the Whole meeting on this night, so tune in at 7pm (various links are provided in the agenda to follow the proceedings).  Thanks for doing the work to be informed and engaged residents!

Annotated Agenda for 5/4/2020

Monday night's council meeting will be carried out via Zoom videoconference.  It will include several public hearings, including one on proposed amendments to the FY20 Budget, which is in effect until July 1.  Other items on the agenda are fairly administrative/routine.   

Prior to that, we'll have a Committee of the Whole at 6:05 to learn about proposed adjustments to the Capital Improvements Plan (CIP); some projects will likely need to be re-shuffled due to funding issues from the COVID-19 pandemic. It will be an important discussion.

I hope you can join us on Zoom, via telephone, or on Channel 15 / YouTube livestream.  And let me know if you have had any problems with connecting into the meetings; so far I have not heard of any technical issues, though many are looking forward to returning to in-person meetings.   And thanks for working to be an informed and engaged resident!

This council meeting does not appear to have controversial items on it; I would invite your inspection of two proposed ordinances (Item #24 and #25) which would add a loitering ordinance to the city code, and a municipal infraction penalty for repeat violations of the Noxious Weeds ordinance.   I'm interested in your thoughts on these.  Sturgis Falls is also asking for an extension of its loan from the city (Item #13) and the Civil Service Commission has a communication for the City Council regarding the Police Chief applications (Item #10).   At the end of the meeting, we'll provide reside

Annotated Agenda for 4/6/2020

This week's City Council Meeting will be the first of several to be held via videoconference and call-in. The staff and I have been getting comfortable with Zoom, and hopefully the meeting will run as smoothly as our Special Meeting did on March 20th.  Check the agenda for instructions on how to connect. 

Annotated Agenda for 3/16/2020

Monday night's top item is likely the approval of the recommendations of the Firefighter Transition Task Force (item #12); that item will be pulled for a staff explanation of the options and potential council discussion.  Most of the other items on the agenda are fairly routine or administrative in nature.  One exception is Item #16, which is a revised site plan from the developers of the River Place Plaza, which I also intend to pull for a short explanation of the proposed changes.
