City Council Meeting Agendas with Notes

Annotated Agenda for 9/3/2019

Happy Labor Day Weekend!   In this council meeting (which will be on TUESDAY rather than Monday night), we don't appear to have any major items likely to stir controversy.  I do have a question about the math for proposed fall/winter bus service (Item #20) and a few other minor questions.  We'll also be voting on a new ordinance to change our  48 hour parking rules (Item#26), in its first of three readings,  At 6:25, we'll also be holding a Committee of the Whole meeting to interview Amanda Lynch (Wellness Director @ Western Home Communities) for a position on the Planning & Zoning Comm

Annotated Agenda for 8/19/2019

This council session doesn't appear to have any controversial issues; most of the items are fairly routine administrative matters, along with a few plat approvals and an interesting site plan for a new-style one-bedroom house in the College Hill Business District (Item #33).  Also, there is a sign approval for a new cannabidiol (CBD) store downtown (Item #32).  The council is also being asked to approve an agreement with Viking Pump for after-hours use of their parking lot (item #18); I have a few questions about the maintenance agreement with Viking.

Tomorrow's meeting has a very lengthy agenda, but many of the items appear to be non-controversial and so will likely be approved "en masse" as part of the resolution calendar and consent calendar.   It is important to read the council packet for useful details about the item for consideration ...

Annotated Agenda for 6/17/2019

In tonight's 7pm meeting, Item #14 (the FY20 Appropriation Resolution) and Item #22 (City Fee Schedule) were two items I paid especially close attention to, and are worth reading in detail.  I had a few questions on other items, but nothing that seemed particularly controversial.   In tonight's meeting, we can expect to hear from city staff about the recent cemetery item disposal issue, and I'll ask for some background on a new "minder" at the gate to the city's compost facility in North Cedar.

For Monday night's 7pm meeting, most of the items under consideration pretty straightforward and non-controversial.  Two items of special note are #30 and #31, which are the first readings of proposed changes to our Downtown Parking Ordinances.  These are the direct result of the downtown parking study conducted within the past year.

In Monday night's council meeting at 7pm, our major new items include the site plan approval for the two new buildings that are being proposed for placement in the Wells Fargo footprint downtown (#26) as well as a property transfer in the industrial parks (#2), rezoning of land in at Union and 12th (#4) and the proposed changes to the College Hill Zoning Ordinances (second reading, #5).

In this week's council meeting, new items on the agenda are the approval of three new permeable alleys in the downtown neighborhoods (#2 and 3), to approve the revised College Hill Zoning Ordinances that we'd sent back to P&Z for some retooling a few weeks back (Item 4).  Plus a few other items which I've annotated below.  At the end (#31), I've requested that council consider changing our fireworks ban to a limited 3 day window around July 4th to match Waterloo's new law.  Since it's a referral, we wouldn't be voting to change the ban on this night -- only deciding whether Council's ev

This meeting's major item of interest appears to be the request to rezone land at the southwest of Union & 12th Street to "Planned Residential" for anticipated construction of a 50+ homes for seniors aged 55 and up by New Aldaya.   We'll also be covering the city's pavement management program beforehand, at 5:55pm in the Council Chambers.   Our regular council meeting starts at 7pm at City Hall, and I hope you can join us in-person, on Channel 15, or livestreaming on YouTube.

I apologize for putting out my annotations after the meeting; I had only received the agenda at 3pm on Tuesday for the Wednesday meeting and had a previous commitment with my UNI students Tuesday night. I was able to read through the documentation and ask a few clarifying questions to city staff  Wednesday, but I regret not having time to write up my thoughts and solicit your input.    So for what it's worth, here are my annotations after-the-fact!     ~Rob
