City Council Meeting Agendas with Notes

Annotated Agenda for 2/4/2019

In the Monday night meeting, one of the significant items will be changes to the City's Personnel Policies (Item 8 below).  I also have some comments on Item 15, which is the low bid for 2019 street construction.  Finally, we're voting to set the date (Feb 18) for the hearing for proposed zoning changes in College Hill -- it's item 20 below, and starts as page 256 in this week's Council Packet.   I'm sure that will be pretty controversial, so wanted make sure you knew it's coming up.  We also have a Work Session at 4:50 to discuss the FEMA flood insurance map update, and at 5:35 is our annu

Annotated Agenda for 1/7/2019

Happy New Year!  This marks the start of my second year on City Council -- I've found these annotated agendas to be really helpful for thinking through these council packets, and since some people are actually reading them (!) I'll keep doing this.   I hope also that future City Council candidates find these useful for getting a better sense for what goes on at City Council meetings, and to formulate their own positions on city issues.

Annotated Agenda for 12/17/2018

I didn't see anything controversial for the 12/17 meeting; we'll be discussing the use of Downtown TIF funds for a city code update (#2), expansion of the TIF area for the Industrial Park (#4), changes to the fees for the Rec Center (#15) a potential artwork in front of City Hall as a memorial to Jon Crews (#16), among other topics.    Prior to that, at 5:15 we'll be hearing from our City Engineer about the Greenhill Road Corridor Study and the Middle Cedar Watershed plan, plus recognizing Joni Krejchi for her work on the Art & Culture Board.  Otherwise, join us at 7pm at City Hall, on

Annotated Agenda for 12/3/18

In Monday night's City Council Meeting Agenda, I found no controversial items within Old Business or New Business.    I've requested that the Public Safety Five Year Strategic Plan be placed on the agenda as a council referral;  I'll make the motion, and then it will need to be seconded by someone in order to be discussed for a vote.   If no one seconds, then the motion will be defeated without discussion or a vote by council.    There's no Committee of the Whole on this night.   The meeting starts at 7pm at City

Annotated Agenda for 9/17/2018

Hope you're enjoying a beautiful and unseasonably warm weekend!    I didn't see any major controversial items in this packet...a few items of interest though.   We're approving an CDBG/HOME annual report for a major federal program to help low-income residents as Item E.1.   Council is also being asked to approve a plan for a downtown mural (Item 2.n); it went through the Planning and Zoning Commission on a 5-2 vote, with the "no's" having reservations about being asked to approve art (they felt the Public Art Committee should weigh in, eve

Annotated Agenda for 9/4/2018

The big item for this council session appears to be the proposed changes to the ordinances which govern Downtown.   One aspect is the clarification of Community Main Street as an advisory body, not an approving or enforcing body.  The rest of the items on the agenda appear to be the necessary, routine actions which keep the city running.   As always, let me know if there's something I ought to be concerned about that I missed!  Council starts at 7pm on Tuesday this week (due to Labor Day) and there's no Commitee of the Whole beforehand this week.

Council Annotated Agenda - 8/20/18

The 8/20 council meeting agenda doesn't appear to have any controversial items on it.  We'll be voting to move forward with the build-out of a new co-lab (like a classroom/workspace) on the second floor of the library, and some other largely administrative decisions.   As always, let me know if I should have any concerns beyond what I mentioned below.

Annotated Agenda for 8/6/2018

Among many items up for a discussion and vote at this meeting are a potential zoning change in College Hill to allow for the building of a private parking lot (Items E.3, E.4 and E.5)...and the Urban Chicken debate may be back (a council referral, Item I.).   Thanks to those of you who've been e-mailing me with your concerns, comments and questions about the agenda items...I'm glad this is a useful document for you.    Also thanks to Grammarly.com, whose free Google extension is now saving me from embarrassing typos.

Annotated Agenda for 7/9/18

Monday night's city council meeting doesn't appear to have any controversial agenda items;  in the Council Referrals section (Item G below), I plan to move that the councilors take up Ordinance Section 14-149 (Requirement that rental parking lots and parking areas be hard-surfaced) in Committee of the Whole for amendment or repeal.  As I blogged about last month, I have serious reservations about this ordinance's fairness, particularly due to its impact on private property rights.  I believe the h
