Annotated Agenda for 1/4/2021

Monday night's council meeting contains the approval of the city's Capital Improvements Program (CIP) for FY2022-2026.  This approval is required to move forward with the finalization of the FY2022 budget.  Also included are proposed changes to Admin Policy #7, which is the council's rulebook for how council meetings will be conducted. Also, three ordinance changes are up for third and final approval. Also, in Special Presentations, I look forward to proclaiming 2021 as "The Year of the Neighborhood" in Cedar Falls, with a reading of the proclamation.

Annotated Agenda for 12/7/2020

In this meeting, the City Council will vote on extending the city's mask requirement into January (Item #4), as well as to formalize the expectations for when the city's public meetings will be held virtually rather than in-person (Item #10).  Additionally in Item #19 the council will consider ordinance changes regarding the city's definition of "bicycle" to include electric bicycles, which would determine the legality of their use on the city's recreation trails.   The rest of the items on the agenda are largely administrative in nature. 

Annotated Agenda for 11/16/20

Monday night's regular council meeting consists largely of administrative items and items not likely to generate significant comment.   Of note is the approval of the City's Annual Comprehensive Financial Report (Item #9) and the approval of the Human Rights Commission's annual report (Item #10).  Given the current national dialogue on racial injustice, we have a local obligation to ensure our residents and visitors experience a truly inclusive Cedar Falls.  The Human Rights Commission must be a key part of that effort.

Monday night's Regular Council Meeting at 7pm contains a large number of what appear to be administrative, non-controversial items for council approval. Notably, items 18-28 are related to Tax Increment Financing; I've set aside time on Monday during the workday to review and understand these. I'll post any additional thoughts on these items here on Monday.

Annotated Agenda for 10/19/2020

In this meeting, the City Council will have the opportunity to discuss and vote on an extension to the existing mask requirement; the other items on the agenda are fairly routine and administrative.  Prior to this meeting, at 5:30 the Council will be conducting a work session on Council Effectiveness, which will include a presentation by the Ahlers Law Firm on the Council's authorities by law.  After that, at 6:30, there will be a Committee of the Whole presentation on electric bicycles and proposed restrictions on where they can be used in the city, as they've become popular.

Tonight's meeting will be held in-person (physically distanced) in the council chambers; most items on the agenda are fairly routine, but a couple of standouts are the approval of the Greenhill & South Main intersection design (Item #2), the site plan approval for the new high school (Item #18) and an increase in refuse fees to cover the cost of refuse service (Item #20).  Council members and the public are welcome to pull any item from the resolution or consent calendars in order to ask questions or make comments about the item prior to the council voting on it; generally the staff won

Tonight will be our first full meeting back in the Council Chambers since March; thank you for your patience while we continue working out the logistical and technical issues.  I didn't see any contentious issues for this evening; still, there are lots of important items but fairly routine items on the agenda.  You can attend either in person (physically distanced) or remotely like in past meetings. 

Annotated Agenda for 9/8/2020

Happy Labor Day Weekend! Because of the holiday, the regular City Council meeting will be Tuesday evening instead of Monday evening. Council will consider the proposed mask requirement (Item #4) which was originally brought forward to City Council on August 17th and postponed indefinitely. I've also recommended that the council consider the removal of a city commissioner for just cause (Item #14). The other items on the agenda are fairly routine administrative matters.

Annotated Agenda for 8/19/2020 Special Meeting

This special meeting is being held to discuss the merits of a mask mandate in Cedar Falls; due to the public health concerns surrounding this topic, I have determined that a special meeting is appropriate, rather than waiting until the next regular council meeting on September 8th.  No other topics will be discussed, nor will a public forum be held.  

The meeting will start promptly at 5:30pm, and is slated for 75 minutes.  The public is invited to attend via the links below, and to participate in the public comments section prior to final council deliberation and vote.
