This meeting's major item of interest appears to be the request to rezone land at the southwest of Union & 12th Street to "Planned Residential" for anticipated construction of a 50+ homes for seniors aged 55 and up by New Aldaya. We'll also be covering the city's pavement management program beforehand, at 5:55pm in the Council Chambers. The March 4, 2019 meeting has some potentially contentious items on it, including the second reading of a major ordinance change to College Hill (Item #4) and the approval for a preliminary plat in Greenhill Village (Item #18). I've posted comments for both.
This Council Meeting includes a hearing on the proposed "Mixed Use Building" ordinance changes for College Hill, which have been a hot topic at past P&Z and council meetings (Item 8 & 9). In the Monday night meeting, one of the significant items will be changes to the City's Personnel Policies (Item 8 below). I also have some comments on Item 15, which is the low bid for 2019 street construction. Finally, we're voting to set the date (Feb 18) for the hearing for proposed zoning changes in College Hill -- it's item 20 below, and starts as page 256 in this week's Council Packet. Monday night's meeting has no controversial items, from what I can tell. We'll be approving and adopting the latest CIP plan, which is included in the council packet in all its 261 page glory (I'd love to see this become a searchable, public online database someday!). I do have notes below about some item's I have questions on.
Happy New Year! This marks the start of my second year on City Council -- I've found these annotated agendas to be really helpful for thinking through these council packets, and since some people are actually reading them (!) I'll keep doing this. I hope also that future City Council candidates find these useful for getting a better sense for what goes on at City Council meetings, and to formulate their own positions on city issues.
Monday night's session has a lot of items on it (some of them are expensive!) but not much I could see in the way of controversy. I noticed that the minutes were incorrect, so I'll be addressing that, and #14 is a mobile app (costing $17K over five years) that I'm questioning the business case for (my explanation is below). Prior to that meeting, we'll also have a work session, a Committee of the Whole, and an executive session, so it will be a full night. Hope you can join us for the council meeting, at least!
This agenda has many non-controversial items on it; one item that has received some press is the rezoning of the land north of Lakeshore Drive to R-1 (Item E.4) due to stormwater runoff/drainage concerns.
