Agendas and notes from City Council meetings

Annotated Agenda for 2/18/2019

This Council Meeting includes a hearing on the proposed "Mixed Use Building" ordinance changes for College Hill, which have been a hot topic at past P&Z and council meetings (Item 8 & 9).  We'll also be voting on the 2020 city budget (Item 5), and contracting with a company for potential zoning changes downtown (Item #25)....and several other items.     At 5:20, we'll have a Committee of the Whole meeting, with an

Monday night's meeting has no controversial items, from what I can tell.   We'll be approving and adopting the latest CIP plan, which is included in the council packet in all its 261 page glory (I'd love to see this become a searchable, public online database someday!).  I do have notes below about some item's I have questions on.

Annotated Agenda for 11/19/2018

Monday night's session has a lot of items on it (some of them are expensive!) but not much I could see in the way of controversy.  I noticed that the minutes were incorrect, so I'll be addressing that, and #14 is a mobile app (costing $17K over five years) that I'm questioning the business case for (my explanation is below).   Prior to that meeting, we'll also have a work session, a Committee of the Whole, and an executive session, so it will be a full night.   Hope you can join us for the council meeting, at least!

Annotated Agenda for 11/5/2018

This agenda has many non-controversial items on it; one item that has received some press is the rezoning of the land north of Lakeshore Drive to R-1 (Item E.4) due to stormwater runoff/drainage concerns.   We'll also be reviewing a site plan for a new Fleet Farm at Ridgeway & 58 (Item E.3).  Plus the opportunity for public comment. Also, there's no Committee of the Whole beforehand.  Hope you can join us in person at City Hall at 7pm or on Channel 15!

Annotated Agenda for 10/15/2018

The published agenda does not appear to contain any controversial items.  As usual, let me know if I should have additional concerns about any of the below items.  Council starts at 7pm on Monday night, and at 6:00 PM our Committee of the Whole will receive presentations from Community Main Street, College Hill Partnership, and the Bike & Pedestrian Advisory Committee.  Hope you can join us in person or on Channel 15.

Annotated Agenda for 10/1/2018

This council session's agenda includes the urban chickens ordinance for discussion/amendment/vote -- it's scheduled to occur toward the very end of the session.  Also a few rezoning requests at Highways 58 & 20 and just north of Lakeshore Drive (item E.5 and E.8).    Prior to the council meeting, we'll also be hearing from the neighborhood associations at 6:00 in the council chambers, to learn what's happening in the neighborhoods, and what they'd like to see from the city for support.    The regular meeting starts at 7pm at City Hall; hope you can join us in person or via Channel 15.

Annotated Agenda for 6/18/18

This council meeting will be covering a lot of administrative details which keep the city going (approving insurance rates, uniform suppliers, bids for projects, economic development grants, etc.).   You'll see I have quite a few questions for staff about some of the details, but I don't see anyting I fundamentally disagree with here.  Let me know if I SHOULD be concerned about anything on the agenda.

Annotated Agenda for 6/4/18

This meeting has a lot of necessary administrative items; one big item is the approval of the site plan for a new Holiday Inn in the new Gateway Business Park, which would be the first building of many in the new South Cedar Falls Urban Renewal Area (Item G.2.o).   Other agenda items, like the monthly department reports, are also work a look.    Join us at 7pm at City Hall Monday night, or even earlier at 6:05 for our Committee of the Whole, where we'll learn about Water Quality Initiatives, Streetscape update, and city cash management.

Annotated Agenda for April 16, 2018

This council meeting appears to lack the controversial topics of our past several meetings, but still a lot of material to cover.  Of note, some of our actions are to approve finding an INRCOG study for regionalized wastewater management (sewage treatment with other Cedar Valley municipal governments) (item G.2.g), as well as funding of another permeable alley this year E.1.  Another potentially significant item is G.2.k, which would allow the Greenhill Village Master Plan to be changed to allow townhomes in area previously set aside for single-unit homes.     Join us in person in the counc

Annotated Agenda for 4/2/18

The Kwik Star site plan will be reconsidered as Item F.5.   Before that, we'll have a public hearing for changes to the zoning ordinance (E.1) and have our first of three readings for ordinance approval.  We'll also consider the sale of city property in the Industrial Park (E-3), and have the final reading of an ordinance regarding the butchering and disposal of dead animals (F-1).  Council will also vote to convey part of Dallas Drive to Deery Motors (F.2).    My annotations below include links to the applicable portions of past meetings on YouTube.    Hope to see you Monday night at 7pm,
