Annotated Agenda for 7/17/2023

In Monday night's City Council Meeting, the Council will consider approving the amendment to how the Consolidated Dispatch Center is funded, and also will have the second reading of the ordinance change to increase council compensation from about $7K / year to $12K / year (Item #7).   This makes for great political theater to stand up in opposition to an adjustment, but the fact is that the demands on council members have increased significantly over the years, and this isn't simply a "raise" for good performance, but a recognition of the importance and demands on the council members.   Hav

Annotated Agenda for 12/6/2021

Tonight's City Council meeting at 7pm is mainly some fairly routine administrative items.  In addition, the council will consider approval of two revised job classifications for Public Safety Supervisors (Items 12 and 13), the contract for the city hall remodel (Item 16), the plats and site plan for Creekside Luxury Condos on Cedar Heights Drive (Items 19 - 21) and collective bargaining agreements with the teamsters union (Items 30 and 31).

Now that the Council Packet is being posted on Wednesdays instead of Friday, I can get this write-up to you before the weekend.  In Monday night's meeting at 7pm, we'll have a few public hearings, as well as approvals of bids for contracts.  We'll also have the second (and possibly final) reading of the new Downtown & College Hill Parking Ordinances.  And council will have the opportunity to rescind a resolution regarding remote meeting attendance, since the Governor's Emergency Proclamation no longer addresses electronic meetings (Item 12).   We'll also move to executive sessio

Annotated Agenda for 4/19/2021

The Monday night City Council meeting agenda appears to be largely administrative and non-controversial in nature.   That meeting starts at 7pm.   Prior to then, at 6:05 the council will meet in a work session to discuss potential changes to the council packet deadlines, to provide the council and public more time to review the packet prior to the meeting.   And at 6:35, the Council will hear a presentation on the purpose and activities of the county's Solid Waste Commission.   All of these will be held in the council chambers at City Hall.

Annotated Agenda for 1/19/2021

This Tuesday evening meeting has a relatively low count of seventeen items; most are fairly administrative. But three items (#14, 15, and 16) are considerations of a proposed 'backyard poultry' ordinance, which the Council had directed staff to create last July. I describe the overall approach to this new version (and my thoughts on it) in the annotations.  I expect this discussion to take some time, since council members have the opportunity to amend the proposed ordinances as they see fit during this first consideration. I'm looking forward to an interesting debate. 

Annotated Agenda for 7/15/2019

In this upcoming meeting, the City Council is being asked to retroactively approve the appointment of Chase Schrage to the position of Director of the newly-created Public Works department (Item #8).  We are also being asked to approve a site plan in Cherrywood Acres which has generated some controversy (Item #19) and also to approve the preliminary plat for The Terraces (Item #22) which has also generated some questions and concerns from nearby residents.    Prior to this meeting, at 5:45 we'll be discussing potential new river gauges for flood warnings, and proposed plans for snow removal
