In this Monday night meeting, with a fairly short agenda, I don't see any contentious items where there's likely to be a lot of dialogue. A few proposed ordinance changes will be in their second reading, and usually council members don't pose new questions or comments. Considering we just had eleven hours of lively deliberation in our annual Council Goal Setting Work Sessions on November 15th and 17th, I can appreciate having a fairly light council meeting this week.
We also don't have any Standing Committee meetings scheduled for Monday; council members and I will just arrive a bit early for some hands-on training with the new voting system.

2. Continuation of the public hearing on the City’s FFY21 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) and HOME Programs. This is a standard report provided to the State of Iowa; we began the hearing in the last meeting, and will close it in this meeting, and then the council will vote on whether or not to submit the report to the state.

3. Public hearing on a proposal to enter into an Agreement for Private Development, and to consider conveyance of certain city-owned real estate to CF Storage, L.L.C. This facility, which would be located in the West Viking Industrial Park, would provide climate-controlled storage for area organizations and individuals; because the expected value of improvements is over $1M, the city is prepared to offer its usual incentives package.

4. Pass Ordinance #3020, amending Chapter 16, Offenses and Miscellaneous Provisions, of the Code of Ordinances relative to use of consumer fireworks within the City limits, upon its second consideration. This will slightly modify the hours of allowed fireworks use during permitted days, and allow the council to define any additional days on top of the 4th of July by resolution each year.
5. Pass Ordinance #3021, amending Section 18-23(5), Powers and duties of the Planning and Zoning Commission, of the Code of Ordinances relative to removing 2/3 majority vote required by City Council to approve amendments to the City's comprehensive plan that are disapproved by the Planning and Zoning Commission, upon its second consideration. This has been discussed in previous meetings. I'll reiterate here my intent to veto this legislation if it passes the council on the second and third readings.
6. Pass Ordinance #3022, amending Chapter 26, Zoning, of the Code of Ordinances relative to removing the 2/3 majority vote required by City Council to approve zoning amendments that are disapproved by the Planning and Zoning Commission, upon its second consideration. This has been discussed in previous meetings. I'll reiterate here my intent to veto this legislation if it passes the council on the second and third readings.

9. Receive and file the Bi-Annual Report of College Hill Partnership relative to FY23 Self-Supported Municipal Improvement District (SSMID) funds and an FY23 Economic Development Grant. This very detailed report has an excellent update for CHP's activities on College Hill, and is well worth reading.
10. Approve the following applications for beer permits and liquor licenses: The city council is the approving authority for all alcohol permits in the city.
a) Urban Pie, 200 State Street, Class C liquor & outdoor service - renewal.
b) Five Corners Liquor & Wine, 809 East 18th Street, Class E liquor - renewal.

11. Resolution Calendar with items being considered separately. This new 'placeholder' item is required as part of the new web browser-based voting system in the chambers.
12. Resolution approving and adopting Summary Plan Descriptions (SPD) for the City of Cedar Falls Health Benefit Plans. These health plans are a standard aspect of city personnel benefits. No concerns.
13. Resolution levying a final assessment for costs incurred by the City to mow the property located at 1720 Quail Ridge Road. The city hires a contractor to mow private properties that have failed to maintain yards in accordance with City code requirements. This cost is then assess to the property owner's property taxes.
14. Resolution levying a final assessment for costs incurred by the City to mow the property located at 8702 University Avenue. Same as #13.
15. Resolution approving and accepting a Lien Notice and Special Promissory Note for property located at 210 West 22nd Street. This $10K forgivable loan is part of the city's successful incentive program for turning rental properties back into owner-occupied properties. No concerns.
16. Resolution approving and authorizing execution of a Contract with House of Hope relative to Community Development Block Grant (CDBG) funding for service agencies. This contract will allow House of Hope to provide $5800 in federal funds to help citizens with rental housing costs in Cedar Falls.
17. Resolution approving and authorizing execution of a Contract with Northeast Iowa Food Bank relative to Community Development Block Grant (CDBG) funding for service agencies. This will provide $5800 in federal funds to the NEIFB for staff costs related to providing food security support to low-to-moderate income residents.
18. Resolution approving and authorizing execution of a Contract with Pathways Behavioral Services relative to Community Development Block Grant (CDBG) funding for service agencies. This will provide $5800 to Pathways for staff costs related to providing substance abuse treatment to low-to-moderate income residents.
19. Resolution approving and authorizing execution of Supplemental Agreement No. 2 to the Professional Service Agreement with AECOM Technical Services, Inc. for design services relative to the North Cedar Heights Area Reconstruction Project - Phase II. This agreement would provide up to $320K to AECOM for engineering support for the ongoing road reconstructions in Cedar Heights.
20. Resolution approving and authorizing execution of an Owner Purchase Agreement and a Compensation Estimate, and approving and accepting two Temporary Construction Easements, in conjunction with the Main Street Reconstruction Project. This allows two property owners along Main Street to paid for the temporary or permanent use of their property for this project. No concerns.
