The Monday night council agenda appears to be non-controversial, with routine items being presented for Council Consideration at 7pm. Prior to this meeting, the Council will have its second consecutive work session to continue discussing proposed changes to the Downtown Zoning ordinance. That starts at 5:10pm. And then at 6pm, we'll meet in Committee of the Whole to interview a prospective Board of Adjustment member and present the proposed FY23 budget.
LOCATION CHANGE: Remember that we will be meeting at the Community Center next to the public library for council meetings these next few months. City Hall is being remodeled, so we can't use the council chambers for a while.

The Planning and Zoning Commission is currently considering amendments to address these concerns.

6. Receive and file the minutes of the January 28, 2022 Joint Meeting with Legislators. The council and I had the chance to meet with State Senator Giddens, Representative Kressig and Representative Williams about the current legislative session. The city's contracted lobbying firm, Cope+Murphy. was present to help facilitate the discussion. This was broadcast as an open meeting, since the full council was invited to attend and deliberate.
7. Receive and file Departmental Monthly Reports of December 2021. These reports are a key way to understand the city's monthly activities.
8. Receive and file communications from the Civil Service Commission relative to certified lists for the following positions: This report from the Civil Service Commission is required for the city's hiring and promotional process. In the coming weeks, the city council will be discussing the future of the Public Safety Department, and so the question will be what happens to these Public Safety Supervisors. That said, I have no reason to freeze the routine promotional process for these personnel.

10. Resolution approving and authorizing execution of the renewal of an Advertising Agreement with Lee Enterprises, Incorporated, d/b/a Courier Communications, relative to recruitment advertising. This would commit the city to purchase at least $25K this year for advertising employment opportunities in the printed and online version of the Courier.
11. Resolution approving and authorizing execution of an Agreement with Sujin Lim relative to public art at the River Place Plaza. This would authorize the city to move forward with a new sculpture on a budget of $50K, all provided through private donations, grants, and a Public Art Committee contribution of $12K.
12. Resolution approving and authorizing execution of a First Amendment to Service/Product Agreement with AMPERAGE Marketing relative to FY22 digital advertising for the Tourism & Visitor Bureau. This would provide $25K in taxpayer funds and $10K in a state grant for tourism marketing of Cedar Falls in regional venues.
13. Resolution in support of a Matching Assets to Community Health grant application to The Wellmark Foundation for the Cedar River Recreation Project. This would allow the city to apply for a $100K grant from Wellmark as part of the River Recreation Project. Since the estimated cost of the project has increased in the past two years, it is very important for the city to find new sources of funding for it.
14. Resolution approving and authorizing submission of the Iowa Certified Local Government (CLG) 2021 Annual Report of the Historic Preservation Commission to the State Historical Society of Iowa. This report is required each year for the city to obtain historic preservation grants from the State of Iowa.
15. Resolution approving and authorizing execution of two Leases relative to properties vacated by flood buyout programs. These leases for $1 are a good deal for the city, as the private property owner agrees to maintain and care for the bought-out property.
16. Resolution approving and authorizing the expenditure of funds for the purchase of an automated refuse truck for the Public Works Department. This would commit $266K in taxpayer funds (refuse funds) to the purchase of a new refuse truck. The city is limited in how and where it can purchase due to chronic parts shortages for the building new trucks.
17. Resolution approving and authorizing execution of an Easement Agreement with the Board of Regents, University of Northern Iowa, in conjunction with the West 27th Street Reconstruction Project. These easement agreements are necessary for the new roadway leading to the high school and the new neighorhood beyond .
18. Resolution approving and accepting a Warranty Deed, in conjunction with the Greenhill Road and South Main Street Intersection Improvements Project. These property transfers are necessary for the construction of the new roundabout. I have no concerns about the agreement, except it doesn't note the price. I'll ask.
19. Resolution approving and authorizing execution of a License Agreement with Aureon Network Services relative to installing a fiber optic telecommunications system within the West Lone Tree Road public right-of-way. Self-explanatory; no concerns.
20. Resolution receiving and filing, and setting February 21, 2022 as the date of public hearing on the proposed plans, specifications, form of contract & estimate of cost for the Oak Park Sanitary Sewer Repair Project. No concerns about the proposed hearing date.
21. Resolution receiving and filing, and setting February 21, 2022 as the date of public hearing on the proposed plans, specifications, form of contract & estimate of cost for the 2022 Street Construction Project. No concerns about the proposed hearing date.

26. Pass an ordinance amending Chapter 8, Elections, of the Code of Ordinances relative to correcting a scriveners error, upon its first consideration, This is simply to correct a street name on the new ward map. I have no concerns about suspending the rules to pass it on its final consideration on this night.

Suspend the rules requiring ordinances to be considered at three separate meetings (requires at least six aye votes), and pass the ordinance upon its third & final consideration.
27. Pass an ordinance amending Chapter 12, Human Relations, of the Code of Ordinances relative to the Human Rights Commission, upon its first consideration. This would return the commission from 9 members to 11 members, for reasons explained in the memo on page 542.
